Preliminary Exam — Structure

The Preliminary Exam is generally conducted only if total applications cross 50,000; otherwise the Commission may proceed straight to the Main Exam.

Each question carries 3 marks; each wrong answer deducts 1 mark. Minimum qualifying marks vary by category — 40% for Unreserved/EWS, 32% for SC/ST/Women, 34% for EBC-I, 36.5% for BC-II, and 30% for Primitive Tribal Groups.

Main Exam — Structure (3 Papers)

Each paper runs for 2 hours. Every question carries 3 marks; each wrong answer deducts 1 mark. Final merit is based only on the combined marks of Paper 2 and Paper 3 — Paper 1 is purely qualifying and its marks are not added to merit.

Paper 2 — Choice of Regional/Tribal Language

Candidates pick exactly one language for Paper 2 from: Hindi, English, Urdu, Santali, Bangla, Mundari (Munda), Ho, Khariya, Kurukh (Oraon), Kurmali, Khortha, Nagpuri, Panchpargania, Odia, and Sanskrit.

Local Residency Certificate Rules

• A local residency certificate issued by a Sub-Divisional Officer on or after 02 June 2016, in the prescribed format, is valid.
• Alternatively, a certificate issued by a Circle Officer on or after 19 July 2019, in the prescribed format, is also accepted.
• Certificates issued by a Circle Officer before 19 July 2019 are not valid.
• Certificates issued at any level before 02 June 2016 are not valid.
• Only local residency certificates based on the father's or husband's details will be accepted; if the applicant's name differs between the certificate (issued via husband) and other documents, an affidavit explaining this must be submitted during document verification.

Scribe Facility for PwBD Candidates

• Automatic scribe facility (on request) applies only to candidates with blindness, low vision, locomotor disability affecting both hands, and cerebral palsy — with 40% or more disability.
• Other PwBD candidates can also get a scribe if they submit a physical-limitation-to-write certificate from a Chief Medical Officer/Civil Surgeon in the prescribed format.
• Only candidates whose admit card shows "PH" printed after their reservation category are eligible for the scribe facility.
• The scribe request must reach the Commission's office at least 15 days before the exam date — this cannot be arranged later.
• Compensatory time of 20 minutes per hour is granted to eligible scribe-using candidates.

Grounds for Rejection of Application or Candidature

• Not meeting the prescribed age limit or educational qualification.
• Incomplete application — unpaid exam fee, missing photo/signature upload, or unpaid fee difference after a category correction.
• Failing to submit original supporting documents within the given timeframe during document verification.
• Copying, using unfair means, or impersonating another candidate during the exam.
• Carrying a mobile phone, pager, Bluetooth device, or any electronic equipment inside the exam centre.
• Submitting incorrect facts in the application that are later found to be false, at any stage — even after appointment.

A structural point worth remembering: this is genuinely six separate recruitments running under one combined exam umbrella. Each post has its own vacancy count, pay grade, and age-reference date, but Paper 2 and Paper 3 of the Main Exam decide the merit for all of them equally. Candidates holding more than one eligible qualification can list multiple post preferences in order of priority within the same application — so it's worth thinking through that preference order carefully before submitting.
