1,599 Apprentice Slots, No Written Test: How ECoR's Merit List Actually Works
East Coast Railway has opened a centralized apprenticeship drive for 2026โ27, offering 1,599 training slots under the Apprentices Act, 1961, spread across its workshops and divisions in and around Bhubaneswar, Angul, Sambalpur and Khurda Road. What sets this apart from most railway hiring is that there's no exam and no interview involved at all โ selection runs purely on Matriculation marks. That makes the application itself the make-or-break step: get your trade, division and category details wrong, and there's no written test performance to fall back on and correct course later.
This is Matriculation marks only โ your ITI percentage doesn't count toward the merit list. The final ranking is built entirely from your 10th-standard aggregate, calculated across every subject on the mark sheet, not a "best of five" selection. A strong ITI record gets you eligible to apply, but it's your Class 10 percentage that decides where you land on the list.

PwBD and ESM quotas run horizontally at 4% and 3% respectively โ meaning these candidates are already counted within the UR/SC/ST/OBC/EWS totals above, not added on top of them.
Who Can Apply
- Matriculation (Class 10) passed with a minimum 50% aggregate from a recognized Board โ this must already be completed as of the notification date, 21 August 2026.
- An ITI certificate (NCVT-affiliated) in a trade matching one of the 25 designated trades listed in the notification โ from Fitter and Welder to Computer Operator & Programming Assistant and Laboratory Technician (Pathology).
- Age between 15 and 24 years as on the closing date, with relaxations of 5 years for SC/ST, 3 years for OBC, and 10 years for PwBD candidates.
- Candidates whose SSC or ITI results are still awaited are explicitly barred from applying โ there's no provisional allowance here.
- Engineering graduates and diploma holders fall outside this scheme entirely and are not eligible, since they're covered under a separate apprenticeship track.
- The Medical Laboratory Technician (Pathology) post carries an additional requirement โ candidates need a 12th pass with Physics, Chemistry and Biology, alongside minimum 50% marks in both Class 10 and Class 12.
One Division, one Trade, no changing your mind later. Once a candidate selects a Division/Workshop and Trade combination on the application, that choice is treated as final and binding. There's no post-submission window to switch โ so it pays to check Annexure A's vacancy table carefully against your trade, community and category before locking anything in. Candidates with ITI qualifications in more than one trade, though, are allowed to submit separate applications for each trade.
How the Merit List Actually Gets Built
Selection skips the usual written-test-plus-interview format entirely. Instead, ECoR ranks all eligible applicants within each trade and community purely by their Matriculation percentage โ calculated from the total of all subjects on the mark sheet, never a "best of five" shortcut. If your certificate shows a CGPA instead of a direct percentage, you're responsible for converting it accurately before entering it online; any mismatch discovered later, during document verification against your original mark sheet, leads to outright rejection of your candidature.
Ties are broken in a specific order โ the older candidate gets preference first, and if birthdates match too, whoever passed Matriculation earlier wins the tiebreak. Once ranked, candidates are called for Document Verification at Railway Recruitment Cell, Bhubaneswar strictly following that merit order, and only within the trade and Division/Workshop combination they applied for.
Reservation Rules and Certificate Requirements
- If the prescribed number of SC candidates isn't available for a slot, it gets filled by ST candidates and vice versa โ and if both remain unfilled even after this interchange, the slot converts to Unreserved.
- OBC candidates need both a Caste Certificate and a Non-Creamy-Layer certificate valid for 2026โ27, issued on or after 1 April 2026, along with a mandatory self-declaration form about their current non-creamy-layer status.
- EWS eligibility is based on family gross annual income below โน8 lakh across all sources โ salary, agriculture, business, profession โ and additionally requires the family not hold specific asset thresholds like 5+ acres of agricultural land or a 1,000+ sq. ft. residential flat.
- Candidates who claim a reserved category but fail to submit the required certificate aren't rejected outright โ their application is simply treated as General/Unreserved instead, provided they otherwise meet the General category's eligibility.
- Ex-servicemen applying for themselves (not their children) get the combined relaxation, and are considered under the ESM quota regardless of their community โ though unfilled ESM slots eventually get absorbed by other eligible candidates.
Trade-Specific Disability Eligibility for PwBD Candidates
Not every trade accepts every category of disability โ the notification lays out exactly which disability types are permissible for which trade. For instance, Painter and Carpenter posts accept a fairly broad range including autism, intellectual disability and mental illness alongside locomotor disabilities, while a trade like Sheet Metal Worker or Black Smith accepts a narrower set. PwBD candidates should check the trade-specific disability chart in the notification directly against their own certified disability type before applying, rather than assuming general PwBD eligibility carries across every trade uniformly.
Applying Online โ What the Portal Actually Requires
- Register first on www.rrcbbs.org.in, then log in to complete the full application โ only one submission is allowed per candidate, and multiple applications lead to automatic disqualification.
- A valid 12-digit Aadhaar number is mandatory at registration; those who've enrolled but haven't received their card yet can use the 28-digit Enrolment ID instead, though the original Aadhaar card will still be needed at Document Verification.
- Photograph specifications are strict โ recent, clear front view without cap or sunglasses, sized 3.5cm ร 3.5cm, taken within 3 months of applying, in JPG/JPEG format between 20-70 KB.
- Name, father's name, and date of birth entered online must exactly match what's recorded on the Matriculation certificate โ any mismatch discovered at verification can lead to cancellation and debarment, not just correction.
- The registered mobile number and email ID cannot be changed once entered, and all further communication happens only through these โ so a wrong email address effectively cuts off future contact.
- No hard copies need to be posted to RRC/BBS at any stage; everything from application to document upload happens online, with only the originals required physically at the Document Verification stage itself.
Completing training doesn't create a job claim. Under the Apprentices Act, ECoR is under no obligation to offer employment after training ends, and apprentices are equally not obligated to accept any offer that is made. That said, candidates who go on to clear open-market Level-1 recruitment separately do get a preference of up to 20% of those vacancies if they hold a National Apprenticeship Certificate โ but that's a distinct, later process, not a guarantee tied to this apprenticeship itself.
Because there's no exam to fall back on, the entire outcome here rests on three things done correctly at the application stage: an accurate Matriculation percentage entry, a trade and Division/Workshop choice that genuinely matches your ITI qualification and category quota, and certificates uploaded in the exact prescribed format. Errors that a written test might otherwise let a strong performance paper over simply don't get a second chance in a pure merit-list system like this one.
