The High Court of Delhi has released its official vacancy notification for the direct recruitment and panel preparation of 150 Group 'B' posts comprising 117 Senior Personal Assistants (Level-8) and 33 Personal Assistants (Level-7). The maximum permissible mistake limit is strictly capped at 3% of the total words typed. Only candidates qualifying Stage-I are admitted to Stage-II.
Stage-II: English Shorthand Tests (Dual-Chance Dictation & Transcription)
5 Min Dictation + 45 Min TranscriptionCandidates will be given two separate shorthand dictation-transcription tests, and the best score out of the two will be counted. No extra reading time is provided after dictation.
- Shorthand Speed: 110 w.p.m. (Passage of 550 words in 5 minutes).
- Transcription Time: 45 minutes on computer.
- Permissible Mistakes: Maximum 5% (27.5 mistakes).
- Deductions: 4 marks deducted per full mistake; 2 marks deducted per half mistake. Candidates with exactly 27.5 mistakes receive 10 marks. More than 27.5 mistakes results in disqualification.
- Shorthand Speed: 100 w.p.m. (Passage of 500 words in 5 minutes).
- Transcription Time: 45 minutes on computer.
- Permissible Mistakes: Maximum 5% (25 mistakes).
- Deductions: 4 marks deducted per full mistake; 2 marks deducted per half mistake. Candidates with exactly 25 mistakes receive 10 marks. More than 25 mistakes results in disqualification.

Strict No Scribe & No Compensatory Time Policy for PwBD Candidates
In view of the operational courtroom working conditions and the essential nature of duties performed by Senior Personal Assistants and Personal Assistants in the High Court of Delhi, every candidate must personally appear in and independently qualify all test stages (Typing and Shorthand).
Therefore, NO EXEMPTION from any examination stage will be granted, and there is ABSOLUTELY NO PROVISION FOR A SCRIBE OR COMPENSATORY TIME in any part of the examination for PwBD candidates.
Mandatory OBC (NCT of Delhi) & EWS Reservation Clauses
- OBC Strictly for Delhi Notified Castes: OBC reservation benefit is restricted solely to candidates holding an OBC Certificate issued by the Competent Authority of the Government of NCT of Delhi for castes specifically notified by the Delhi Government. Certificates issued from outside Delhi or issued for Central Government posts are strictly not accepted.
- NCL Validity Window: OBC candidates must possess a Non-Creamy Layer (NCL) certificate issued in the current financial year 2026-2027 (between 01.04.2026 and 31.03.2027) by the GNCTD authority.

As per Annexure-A of the official circular, Senior Personal Assistants and Personal Assistants perform critical administrative and judicial duties:
- Taking down dictation of courtroom proceedings, orders, judgments, and confidential matters in court, chambers, or the residential offices of Hon'ble Judges, and transcribing them with speed and precision.
- Checking transcribed judgments for typographical accuracy and ensuring signed judgments are promptly authenticated, digitally signed, and uploaded to the official server/website.
- Maintaining absolute confidentiality regarding judicial drafts, sealed records, and official deliberations. Preventing unauthorized copying or digital leakage of judicial data.
- Assisting the Private Secretary in secretarial functions, handling personal case-files, and maintaining liaison with Court Masters, the Registry, and administrative branches.
