BPSSC Recruitment 2026: 65 Posts of Gulm Samadeshak (Company Commander) in Bihar Home Guard Service — Apply Online by 30 July 2026

The Bihar Police Subordinate Service Commission (BPSSC), functioning under the Home Department (Special Branch) of the Government of Bihar, has released Advertisement No. 08/2026 inviting online applications for the post of Gulm Samadeshak (Company Commander) in the Bihar Home Guard Service Cadre. A total of 65 vacancies have been notified for general candidates through a direct recruitment process based on a competitive examination. The online application window opens on 30 June 2026 and closes on 30 July 2026. This recruitment is being conducted based on requisition received from the Director General-cum-Inspector General, Home Guard and Fire Services, Bihar, Patna.

About the Recruiting Authority

The Bihar Police Subordinate Service Commission is the designated recruitment body responsible for filling subordinate-level posts within the Bihar Police and allied departments, including the Bihar Home Guard Service. The Home Guard organization plays a vital supplementary role in maintaining law and order, disaster management, and civil defence across the state. The post of Gulm Samadeshak, equivalent to a Company Commander, is a supervisory and leadership position responsible for managing and commanding a company-level unit of Home Guard volunteers at the district and divisional level.

Vacancy and Eligibility Details

The notified post carries a pay scale of Level-6 and the essential educational qualification is a graduate degree from a recognized university, or an equivalent qualification recognized by the State Government, as on the cut-off date of 01 August 2025. The vacancy is open to male, female, and third gender candidates who are Indian citizens. Out of the 65 total vacancies, the largest share of 26 posts is reserved for the unreserved (general) category, followed by 12 posts for Extremely Backward Class, 10 posts for Scheduled Caste, 7 posts each for Backward Class and Economically Weaker Sections, and 1 post for Scheduled Tribe candidates. A separate quota of 2 posts is reserved for Backward Class women candidates.

Reservation and Horizontal Quotas

As per the Bihar Reservation Act 1991 (as amended), horizontal reservation of 35% for women applies across all reservation categories, except that 3% reservation for Backward Class women is kept separate and intact. Importantly, this 35% horizontal women's reservation is applicable only to women who are original domiciles of Bihar State, as per the General Administration Department resolution dated 09 July 2025. Additionally, a 2% horizontal reservation is provided for grandchildren (grandson/granddaughter) of freedom fighters who received central government pension recognition. Reservation benefits, including the 35% women's quota, are applicable only to original residents of Bihar State — candidates from other states under any reservation category will be treated as unreserved category candidates.

Age Limit and Relaxation

As on the cut-off date of 01 August 2025, the minimum age for all categories is 20 years. The maximum age varies by category: 37 years for unreserved male candidates and 40 years for unreserved female candidates; 40 years for both male and female candidates of Backward Class and Extremely Backward Class; and 42 years for SC, ST, and Third Gender candidates of either gender. Bihar government employees seeking promotion to a higher pay scale who have completed a minimum of 3 years of regular service get a 5-year age relaxation. Ex-servicemen are entitled to a 3-year relaxation plus the equivalent of their defence service period, provided their actual age does not exceed 57 years on the cut-off date.

Physical Standards and Measurements

Candidates must meet prescribed physical standards, though no marks are awarded for height, chest, or weight — candidates failing to meet these standards will simply be declared unsuccessful. For male candidates of the unreserved and Backward Class categories, the minimum height required is 165 cm, while for Extremely Backward Class, SC, and ST male candidates it is 160 cm. Chest measurement (unexpanded/expanded) for general and BC male candidates is 81 cm to 86 cm, and for SC/ST male candidates it is 79 cm to 84 cm, with a mandatory minimum expansion of 5 cm. For female candidates of all categories, the minimum height required is 155 cm and minimum weight is 48 kg; chest measurement is not applicable for women. Third gender candidates follow the same physical standards as Backward Class candidates.

Selection Process

The selection process consists of three stages. The first stage is the Preliminary Examination, an objective-type test of 200 marks with 100 questions to be completed in 2 hours, covering General Knowledge and Current Affairs. A minimum of 30% marks is required to qualify, and candidates equal to 20 times the number of vacancies will be shortlisted category-wise for the Main Examination. The second stage is the Main Written Examination, comprising two papers. Paper 1 is a qualifying-only General Hindi paper of 200 marks (not counted toward merit), and Paper 2 is a 200-mark paper covering General Studies, General Science, Civics, Indian History, Indian Geography, Mathematics, and Mental Ability Test. Both papers carry 100 questions each with a 2-hour duration. A negative marking of 0.2 marks applies for every wrong answer in both stages. Based on Main Examination merit, candidates equal to 6 times the vacancies will be shortlisted category-wise for the third and final stage — the Physical Efficiency Test (PET), which is qualifying in nature only, covering Running, High Jump, Long Jump, and Shot Put events.

Final Merit and Minimum Qualifying Marks

The final merit list will be prepared strictly on the basis of marks obtained in the Main Written Examination. The minimum qualifying percentage for the final merit list is 32% for SC/ST and women candidates, 34% for Extremely Backward Class candidates, 36.5% for Backward Class candidates, and 40% for unreserved (general) category candidates. In case of a tie in marks, seniority will be determined first by date of birth (older candidate ranked higher), and if that also matches, by educational qualification, followed by alphabetical order of name as per the 10th board certificate.

How to Apply Online

Applications must be submitted exclusively online through the BPSSC official website bpssc.bihar.gov.in under the "Home Guard" tab, by clicking the link related to Advertisement No. 08/2026. The registration process is divided into two parts. Part 1 requires basic details including name, nationality, mobile number, email ID, Bihar domicile status, reservation category, gender, and date of birth, followed by online fee payment of Rs. 100/- for all categories. After successful registration, candidates receive a Registration Number and Password via SMS and email. Part 2 requires details of father/husband's name, mother's name, address, and educational qualifications, along with upload of a recent colour photograph and signatures in both English and Hindi, each within the prescribed 15-25 KB size limit. Once submitted and confirmed, no further edits are permitted. Candidates must download and retain the printed acknowledgement for future reference, as it contains the Registration Number required for any future correspondence with the Commission.
